In order to alleviate the large amount of handling in the current nomination process, Swimming Australia has identified ways in which to streamline this process, to reduce the work load on the state swimmingassociations and provide a prompt response to those individuals who nominate for events.
In 2013 the nomination process will open approximately five months prior to an event with the intention of have appointments finalised four months prior to event. This extended timeframe for appointments is to allow officials suitable time to arrange accommodation in the host city and leave from employers if required.
The process will now follow these steps:
1. Nominations are now open online for technical officials wishing to officiate at upcoming Swimming Australia events.
2. Individuals wishing to nominate need to complete the individual online nomination form by the closing date. The nomination will be forwarded to the state swimming association for verification.
3. A summary sheet of applicants is then forwarded to the Community Sport Unit (CSU) of Swimming Australia for consideration by the Technical Swimming Committee.
4. Upon completion of the roster, the CSU is provided with the roster for the meet, which is then forwarded to the State Swimming Associations for their information.
5. The CSU will forward an event letter notifying the nominee of their status, and an event information pack if applicable, is sent directly to the applicants who have applied.
SAL will provide assistance for travelling costs as per the SAL Technical Official Travel Policy V6, to Technical Officials appointed to the following National Events:
• Australian Swimming Championships
• Australian Age Championships
• Australian Short Course Championships
• Australian Open Water Championships

The TMAC is responsible for providing advice to the SAL CEO and Management on technical official business.
The National Officiating Scholarship (NOS) aims to assist in the development of officials and mentors in a high performance officiating environment through facilitated movement along their career pathway.
Candidates are identified for the NOS based on their potential to become national or international standard swimming officials.

The structure for the program aims to build a culture of high performance through three key elements:
1. Frequent practical officiating of high quality competition under the guidance of an experienced mentor.
2. Upgrading officiating accreditation / qualification.
3. Professional development activities (e.g. attendance at seminars/conferences, exposure to high level officiating and related debriefings).
Congratulations to Damien Van de Berg from VIC and John Hart from NSW who were successful in obtaining 2013 scholarships.

National Officiating Assessment Panel members will attend State Swimming Association Championship meets to assess future National list appointees. No more than two assessors will attend a championship and assessors will not necessarily attend for the full time. Assessors will not assess officials from their own State.
National Officiating Assessment Panel members will also attend the SAL National Championships, to enable the continued assessment of Referees, and Starters.
The panel is also responsible for recommending to the SAL Board, appointments to the National Officiating Panel.
Four appointments were made January 2011 for a four year term concluding December 2014. These appointments were:

Requests for assessors and requirements for assessors to attend State championships will be made through the Community Sport Unit of Swimming Australia. Request must be made at least two months in advance of assessment.

Swimming Australia, with the support of the state swimming associations, will once again host a workshop for developing officials from 19 to 22 September 2013 at the AIS, Canberra.
Selected officials will have the opportunity to develop the elite officiating skills with sessions on communication, conflict resolution and handling pressure in addition to gaining valuable practical experience at the 2013 State Team Age Short Course Championships.
The 2013 Technical Official of the Year Award will be announced at the 2013 EnergyAustralia Swimmer of the Year Awards.
The 2012 Roger Smith Award for the Technical Official was won by Ryan Arblaster (WA).
Ryan was recognised due to his commitment to officiating at all levels in Australia and commended for his appointment to the 2012 London Olympics.
The Roger Smith Award for Technical Official of the Year is awarded to an individual who has attained a level of excellence in the field of technical officiating and whose performances sets them apart from their peers.

Technical Official Guidelines for the conduct of club meets
Technical officials play an important role in the conduct of swim meets. With out the hard working volunteers around pool deck, competitions would not function properly. It is not very often that meet organisers are in a position of having adequate technical officials so it is vital that clubs follow these guidelines to retain and encourage new people to officiating: Technical official guidelines for the conduct of club meets
Swimming Australia is a member federation of FINA and is therefore bound by the laws of swimming determined by the world swimming body. Swimming Australia also has by-laws for the conducting of Australian pool and open water championships.

Swimming Australia technical officials are of the highest standard and are proudly appointed to FINA competitions. The below FINA list details the Australian FINA level technical officials. Currently, List 16 & 17 is in place for pool starters and referees. Officials for OWS FINA competitions are taken from list 9 & 10.

Officials are required to undertake the process of updating their qualifications, to remain accredited with Swimming Australia as a National technical official.
Updating will take place every four years. Officials must be actively officiating at relevant events and be displaying the required competencies to maintain accreditation.
Swimming Australia will contact officials that have an accreditation that is due to expire and ask them to complete the 'Reaccreditation Kit' and return it to their state swimming association (ATSC for NSW).

Swimming Australia will be offering a range of development and education opportunities to elite officials in 2013. Officials appointed to the respective events will be invited to attend. Additionally, some workshops will also be open to officials not appointed to rosters from the home state where the workshop is being held.
